Driving licences are issued by the Department of Motor Traffic (DMT / RMV), head office at Werahera, Boralesgamuwa. A licence is valid 8 years and the minimum age is 18. You must pass a written and practical test plus a medical.
How to apply
- 1Get a medical fitness certificate from NTMI — book online at ntmi.lk.
- 2Apply for a learner’s permit for your vehicle class.
- 3Pass the written (theory) test, then the practical (trial) test.
- 4Pay the licence fee and submit documents at the DMT / RMV.
- 5Your smart-card licence is issued and delivered to your address.

- NTMI medical fitness certificate (within 6 months)

- For renewal: existing licence
- For lost licence: police report + licence details from DMT

Renewal is not fully online yet — book the NTMI medical online, then visit NTMI and the RMV in person. A licence expired over a year attracts a late penalty. Valid 8 years.
